NEET leak probe, ‘big decisions’ in Budget: President Murmu addresses joint Parl session

President Droupadi Murmu on Thursday said that Prime Minister Narendra Modi-led government is committed to conduct a fair probe and ensure that those guilty of paper leak of NEET-UG 2024 and UGC NET will get strict punishment.

In her address to the joint session of the parliament, President Murmu targeted the Opposition, and said, cases of paper leaks and irregularities in exams are being probed at high level and there is a need to rise above partisan politics.

“We have seen incidents of paper leak earlier in various states, there is a need to rise up from party politics and take countrywide strong steps,” President Murmu said.

The Parliament has also made a strong law against anomalies in exams," the President said.

She further sanctity, transparency must in government recruitments and examinations.

Union Budget will have ‘big economic & social decisions’

President Murmu also said that the upcoming Budget, the first of Modi 3.0, will be an “impressive document of far-reaching policies and futuristic vision of the government.”

“In this budget, along with major economic and social decisions, many historical steps are also to be seen,” President Murmu said.

‘New penal code to come into effect from July 1’

The President also informed that the three new criminal laws will come into effect from July 1 which will replace India’s colonial-era legislations.

The three laws were cleared by the Parliament after which President Murmu gave her assent to those last December.

The Bharatiya Nyaya (Second) Sanhita, Bharatiya Nagarik Suraksha (Second) Sanhita, and the Bharatiya Sakshya (Second) Bill will replace the Indian Penal Code of 1860, Code of Criminal Procedure (CrPC) of 1973, and Indian Evidence Act, of 1872.

‘Have full faith my govt will fulfill duties with feeling of nation first’

President Murmu began her address by congratulating congratulating the newly-elected members of the 18th Lok Sabha and said she has full faith that the lawmakers would fulfill their duties with a feeling of nation first.

Addressing the joint sitting of the parliament, President Murmu said: “I congratulate all the newly-elected members of the 18th Lok Sabha. You all have come here by winning the trust of country’s voters. Very few get this opportunity to serve the nation and the people. I have full faith that you would fulfill your duties with a feeling of nation first."

‘Voters showed trust in Modi govt for third time’

President Murmu said that a stable government with a complete majority has been formed in India after six decades. “People have shown trust in this government for the third time. People are aware that only this government can fulfil their aspirations,” she said.

“The 18th Lok Sabha is a historic Lok Sabha in many ways. This Lok Sabha was formed in the early years of the Amrit Kaal. This Lok Sabha will also be a witness to the 56th year of adoption of the Constitution of the country,” the President said.

‘My Govt is working towards making India 3rd largest economy in the world’

President Murmu said that in the last 10 years, India rose from the 11th position to become the fifth largest economy.

“The pledge of reform, perform and transform has made India the fastest-growing economy in the world… Despite a pandemic and conflicts in different parts of the world, India has been able to achieve this growth rate. This became possible due to the reforms and decisions taken in national interest in the last 10 years,” President Murmu said.

“Today, India contributes to 15 per cent of the global growth. My government is working towards making India the 3rd largest economy in the world,” the President said.

‘Decades-long records of voting broken in J&K’

The President, on behalf of crores of Indians, expressed gratitude to the Election Commission of India (ECI) and said, “This was the biggest election in the world.”

She further said that decades-long records of voting have been broken in Jammu and Kashmir. “For the past 4 decades, Kashmir witnessed low voting amid shutdowns and strikes. India’s enemies propagated it as the opinion of Kashmir, on international forums. But this time, Kashmir valley gave a befitting reply to all such forces,” she further said.

‘India is changing its agriculture system keeping in mind its current needs’

President Murmu said today’s India is changing its agriculture system keeping in mind its current needs.

“My government has provided Rs 3.20 lakh crores to the farmers of the country under PM Kisan Samman Nidhi. Since the beginning of the new term of my government, an amount of more than Rs 20,000 crores has been transferred to the farmers. The government has also made a record increase in the MSP for Kharif crops,” she said.

Upon her arrival at the parliament on Thursday, President Murmu was accorded the Guard of Honour.

She was received by Prime Minister Narendra Modi and the presiding officers of the Lok Sabha and the Rajya Sabha at the Gaja Dwar of the Parliament building from where she was escorted to the Lower House chamber with the traditional sceptre ‘Sengol’ in the lead.

Why did President Murmu address the joint session of Parliament?

As per Article 87 of the Constitution, the President is required to address a joint session of Parliament at the beginning of the session after each Lok Sabha election.

The President also addresses a joint sitting of both Houses - Lok Sabha and Rajya Sabha - in the first session of the Parliament every year.

The first session of the 18th Lok Sabha began on Monday (June 24) and the 264th session of the Rajya Sabha will begin on June 27.

After the President’s speech, the ruling party will move a motion of thanks in both Houses of the parliament which will be debated by members. PM Modi is likely to reply to the debate on the motion of thanks on July 2-3.

AAP boycotts President Murmu’s address

Aam Aadmi Party (AAP) boycotted President Murmu’s address against the arrest of the party supremo and Delhi Chief Minister Arvind Kejriwal in the excise policy case.

The AAP lawmakers, led by Rajya Sabha MP Sanjay Singh, protested outside the parliament and shouted slogans like “taanashaahi nahi chalegi (dictatorship won’t be tolerated)”, “Kejriwal ko riha karo (release Kejriwal)” and “Pradhan Mantri jawab do (PM should answer).”

“The President and the Constitution are supreme and when dictatorship is done in the name of justice, it is important to raise our voices. We did not have a discussion with the remaining parties of the INDI alliance regarding this but our party will boycott the President’s address,” AAP MP Sandeep Pathak said.
